As seen in a bunch of movies.

Apparently it becomes a safehouse later in the game.

Memorably appears in the movie BODY DOUBLE.

In the game, I tried to burgle it (Using the black van and going to the house after 8pm), but it doesn't seem to be one of the burgle-able houses.

Are there later missions that end up in the interior of the Chemosphere?

Are any of the other houses in the game (Particularly in the Vineland/Hollywood Hills area) based on real, famous homes?

Apparently it becomes a safehouse later in the game.

I think there's some confusion here. The Wiki link looks like a house that does become a safehouse, but your in-game pic is Mad Dog's house across the street from it. That one doesn't become a safehouse, but you can save your game there after a mission that takes place inside.

Nope.

Probably.

You're correct. What can I say, all modern houses with a pool perched on a cliff in the Hollywood Hills look alike to me.

Corrected the above link, here's the new version:

I'm taking the photo from the same place that Julius Shulman is photographing the house here in 1960:

Though this photo suggests that his most famous photo of the house (The women in the house at night chatting with the city lights behind them) was taken with his feet in the pool:

I admit I'm a little disappointed there's no point in the game where you get to go in the Chemosphere, because with the Grand Theft Auto designers' obsession with movies, including it in the game is almost certainly a reference to BODY DOUBLE, and, it'd be a great place for an Easter Egg or joke of some kind (like a telescope). I wonder if there's any sort of noclipping way to get through the wall just to see if there's something hidden inside.
