As long as the console is connected to Xbox live you can play content from the hard drive. Please correct me if I'm wrong.

I want to say there are licensing issues that make it so you need your console as well. Not sure though.

You just need your profile and you can play any game you bought w/ that profile on any console. You can even just download your profile to his Xbox and download the game again, but only your profile will be able to play it, though I think he would be able to play multiplayer with you on his profile as well.

Incorrect.

His account would have to be connected to Live, but any account could use the content, even if his account isn't actively playing, such as by being signed into a second controller that isn't being used.

Only if he was offline, and his console actually has the console license for the content.

Nope. Any profile can play it on the first Xbox it was downloaded to (unless he does a license transfer). Aside from that, his profile can play it on any Xbox. Like I said, I THINK his friend would be able to join him in a multiplayer match on his friend's own profile, provided that his profile is signed in and playing the game.

Again, you are incorrect.

As long as his account his connected to Live, ANY profile can play the content, on ANY console.

His account does not have to be actively playing for other accounts to use the content, it just has to be connected to Live on that console.
