Of the three the TC listed my recommendation is Just Cause 2. It's more polished and destructible then the other two and VASTLY larger both horizontally and vertically. And so over the top in action that it's like living in a Michael Bay film.
What definition of "polished" are you using? It definitely isn't more professionally done than Grand Theft Auto IV, and I doubt it's less glitchy.
Polished visually IMO. The landscape of Just Cause 2 just seemed...cleaner(?) to me. Better lines, detailing, stuff like that. And I've never experienced any glitches playing it.
