Longui.

After completing all 64 missions they will become normal enemies on the Archelyte Steppe.
Pirates always win, on a long enough timeline. Honestly, the timeline doesn't even need to be that long.

um, i havent played the game either but even i found that to be fairly straightforward, after doing all 64 side missions they become a normal enemy in an area in the game, normal as in can be encountered regularly.
build a man a fire, he'll be warm for a day, set a man on fire and he'll never be cold again.

It was explained in clear English. You shouldn't care where you can find these enemies until you play the game and once you play the game you will know exactly what I am talking about.

They become normal enemies in the main area of Gran Pulse after you finish the Mission sidequest completely.
