Is there a difference? Boj Anglers (the legendary boots) seem to say one or the other, and I'm really wondering why.

They both work, it's just that one increases the base attack speed of the item it's on, and the other increases overall attack speed. The problem is when the former appears on a non-weapon, boots like Asheara's Lock for example. Since boots do not have a base attack speed the mod has no effect.

Both mods work, but the glitch is when they put the mod intended exclusively for weapons on a non-weapon. Then it has no effect.

ASI works

IAS doesn't work, except on weapons.



According to the official game guide website, legendary items that have attack speed modifiers can have either affix, which is a dumb oversight by Blizzard. It's random which affix they get.
