How would they apply the game in the new engine when it's done? If the game is complete on the current engine is it possible to move it on the new one? Wouldn't that take time?

A graphics engine can be built while the rest of the game is being developed.

In fact I had a class where we developed a multiplayer game where the graphics, networking, and gameplay/physics were all being developed simultaneously by different people.
