The guy on the bridge when you warp to the Stone Town gives lvl 1 to you when you give him a special herb. After that you get a new one every time you defeat a boss. Some bosses drop more than one, though you have to beat them multiple times.

So, what's the deal with these? I went through the 1st one, and killed the boss; dropped a new map. Saved, restarted, and the boss was back, but much harder...and couldn't beat him.

Went to the 2nd treasure map, and the normal monsters were easy. Not at the boss yet. Is the bosses difficulty set based on your party or something?
