I ran across this site today, it's a rather large collection of user submitted tunes for GT5 cars, mostly from the GTplanet tuning board. It even has voting so you can see which ones the users like most for a car. It doesn't have all the cars in the game, obviously, but it's got pretty much every popular car in the game as well as a lot of other less popular cars.
There's one on there for the premium Subaru Cusco Dunlop Impreza (the 2nd tune on the page for that car) I put it on the car, and I gotta say it's now one of my most favorite cars to drive in the game.
If you're looking for a good tune for a car, it's definitely worth it to check that site.
Thanks Blowseph! I've always been looking for something like this. Like I used a Formula Gran Turismo tuning that actually worked for me a week ago. It's always nice making cars more drivable when they aren't with default tunings.

I saw this a few weeks ago. It's a very good site with multiple tunings from different people for the same car. Some are specific and say what track they tuned the car for or even have comments with people improving them. Check it out

I went through all 100 of the cars on my favorites list today testing out all the tunes they had for them, there's some REALLY nice ones on there. It really saved me a ton of time tweaking settings on my cars.
Here's the ones that I really liked:
