I would like to say, however, and I'm sure the folks at Silent Hill Heaven and here will agree....the story lines in SH have never been clear. As one guy on the forum once told me (and I'm paraphrasing) "The thing that makes silent hill so great is that it became something much bigger than the creators perhaps first intended" It's a loose quote, but essentially his point was that the reason this game is such a success is exactly BECAUSE of its vagueness.
While other games need to have a coherent understandable storyline...Silent Hill gets away with being vague and they do it extremely well. In the subsequent games (2, 3, 4) they try to continue with the vagueness but also try and give us a bit more story.
So, as for your point, there is no real declaration about the rules of Silent Hill. All we have are people who study different things in the game (sometimes for years) and those who just play for fun. The game doesn't explain itself well enough to determine how Pyramid head works, so each of those people will come up with their own (and potentially correct) interpretation. The beautiful thing is....the game is what you make of it.

He's justified, he's considered along the lines of Valtiel, a gaurdian of the town. NOT just one of James' personal demons. In 2 he's supposed to be the executioner, so he's just there to punish the guilty. Which is why he goes after james (murdered his wife) and Alex (won't spoil it). And considering he didn't come in 1 (harry, not guilty of anything) 3 (heather, not guilty of anything) and 4 (henry, also not guilty of anything) And... I'm not actually sure about origins... but whatever.
In short: Not only is he justified, it wouldn't have made sense NOT to put him in.

that comment right there is full of B.S everyone knows that pyramid head was in SH2 for a reason, the monsters in SH always have a reason for being in a specific silent hill
and yes Pyramid Head in SH 5 is for the FANBOYS
for those who dont know why pyramid head was in SH2, it was because the main character "James Sunderland " was sexually repressed. that why you saw pyramid head raping all those monsters it was in a way james own thoughts coming to life thats what silent hill does. !!
same with Travis those monsters he encountred only in motel rooms that looked like they were having sex.
so yeah Pyramid Head in SH 5 is just straight up Tacky and Tastless..and made from Pure Fanboyism.
But if yuo must blame someone for this make sure to Blame the guy who created the SH movie because he made it into what it is today, he took all the SH games and put them into a Blender. Which made no total sense.
next thing you know, you'll start to see the Nurses in your house , On the street, because you knwo who cares its a town full of monsters who cares if yu have pyramid head chillin at park or just walking the streets.
