Literally five seconds considering how each Total War has a descr_strat file that is easy to edit.

oh. okay, thanks. I knew about the one in Rome, but I didn't know it it was in all Total War things. Thank you.

yup. its most likely going to be descr_strat file in the campaign folder. cut all the 'locked' factions and paste them under the 'unlocked' factions. save it and boom. you can now pick all the available countries for the GC. at least thats how M2tw went.
