Does this have an ENORMOUS impact on the game later?

Its hard for some melee classes to farm on lanes while being harassed by ranged users, so is just staying back and soaking up the exp while not being able to head in for a minion kill bad? Does it just set you back far in the game?

It does set you back quite a bit. It can be extremely difficult sometimes, but it's important to get those last hits.

Each minion wave (minus tank and super minions) has about 150~200g in it, and extra thirtyish for each tank.

Facts used for my calculations.
Minion waves spawn every 15 seconds.
Melee minions are 28 gold
Caster minions are 24 gold
Tanks are 32 gold

In one minute, you could farm up to 650ish gold. ONE MINUTE - 650 GOLD. That is how important laning CAN be. Plus your passive gold.

Now thats if you have last hit hack and in a solo lane.
Where a idiot team for some reason has no people in that lane and went 3 mid or something.

I thought it was 30 seconds. I could be wrong though.

It is 30 seconds, and those gold numbers are for lategame minions.
