Wow. So many directions they can go with an angel, and that's the one they took?

It's sort of a generation evolution of her character. Kayle is pretty much an extreme example of lawful good, being the angelic enforcer that she is, and the new skin (at least my take of it) is as if not even time or space is safe from her passing of judgement.
I agree, I miss the good ol' fashioned angel wings and think it's pretty disappointing they'd be replaced with metal, but I think it works. It's better than some random silly thing like French Maid Kayle or something.
On the topic of her face, I think it's pretty true to her character. We don't get to see an unmasked Kayle often, but I think this one is a fine example of her maturity and determination. It's not all about looking "pretty", Ashe is already in the game, let Kayle continue being one of the few females in the game that isn't completely over-sexualized.

Hair needs to be bigger, face needs fixing. And then it's not a bad splash.
EDIT - Face also needs a little touch-up on the model.

I disagree, I think her face looks fine as-is.
Model-wise, her nose is shorter and wider, and her face is wider or shorter as a whole. Unless this is the first in a line of reworked Kayle faces, it's actually not accurate to imagery we've seen before of Kayle in terms of models and splash arts. That's moreso what I mean by the face needing touch-up on the model.
For the splash art, her nose bridge is off, her eyes are turned more upward, and her jaw positioning is not particularly comfortable-looking. Furthermore, they seem to have added a beauty mark that was never below her eye before (not on the model, either; could be a fudge-up). Again, my problem is accuracy, not prettiness.
Overall, though, I actually really like this skin. It's along the lines of what I've been asking for. And even though I don't really want to pay 1300+ for it (or any skin, for that matter since I tend to get skins on sale anyway), I probably would, given a non-insane price (See: Pulsefire Ezreal).
