I am new to LoL and have no idea what I am doing when it comes to runes. I mostly ADC with Twitch and Ashe. I will be playing other ADCs also so I wanted to know what would be the best overall rune page set up for all ADCs. I understand that it should be champ specific but what would be the best that can work well with all ADCs?

In addition I am level 21 with no runes and have 18601 IP to spend on runes.

Red: armor pen or flat damage
Yellow: flat armor
Blue: scaling MRes

Red: Damage
Yellow: Armor
Blue: Cooldown Reduction
Quints: Damage

The most standard rune page for ADC's is AD red, flat armor yellow, scaling or flat MR blues, and AD quints.

For reds they don't need to purely be flat AD, you can get some armour pen with just 4 marks that's 5 points that can go past the early game.

Armour Seals
Scaling Resist Glyphs
Armour Penetration Quints
