Pretty much all Assassins are like that (though I disagree on the not enough burst to kill a carry part, unless the carry has GA or Banshee or something active). End game they're all about taking out the ADC, then being the target and dying (most assassins have an escape move, but you usually use it to engage, and/or the enemy will CC you as soon as you jump their carry). The point of assassins is: You have your carry alive and doing damage, while their carry is dead and they blow their CC/abilities to kill you.
Alternately, a good Assassin will wait until the tank engages and they blow CC on him, then jump on their ADC and hopefully get out afterwards. Sometimes the Assassin is stuck engaging though, if you don't have another tank/initiator. =/
