This is actually a buff...

Trade 6 seconds of CD for a skill that gives you higher % slow on level and does more base damage at Rank 5 with only .1 difference in AP Scaling.

6 seconds off the cd is huge tho

Not really, you land a pull someone's probably going to die. It's only a problem if you miss a lot and if you miss a lot you're low enough on mana that six seconds of extra CD doesn't mean much.

I was actually looking for an excuse to rank up E over Q as Thresh during laning.

Usually i'd max W first, Q second and E third.

However, the utility that E gives you in defensive situations is amazing.
There was a moment where our Garen and me as Thresh were being chased by Singed, Lux, Lulu and Graves at lvl 18, after tower push.

They could literally not even touch us. Whenever Singed got close enough, Thresh E was ready to be used.

The same goes when your bot lane gets ganked as support Thresh.
Now you will have good poke AND and a short cooldown great defensive skill.

This is a buff.

E is amazing. Huge range, easy to land, slows and displaces, and COMES AFTER A HOOK, and has AMAZING synergy with his ult letting you throw someone into up to 3 walls.

I've noticed that by far the largest difference between a good Thresh and a bad Thresh is proper use of E.

Q's fine for the pseudo-blitzgrab it is but it's the E that wins fights or disengages.
If Pluto is not a planet Europe is just West Asia.

This was a great move by Riot, he already gets free stats from souls, tons of CC and has the best support skill in the game. Thresh does not need and should not really have significant damage in lane as support. If you want damage for him it must come from some level of a trade off.

No one has any idea what they're doing with his E. At least now it has a useful passive.
