How have season 3's items affected him? Is he stronger or weaker? What team composition can he find himself effective in?

He's gotten stronger. The way pen works now is silly and he gets loads of free pen already. the problem is positioning. Everyone and their mom has a gap closer now so you gotta be extra careful.

There was a thread on the official forums for awhile that suggested with Locus of Power active, Xerath becomes immune to displacement effects (knock back, knock up, etc.). OP or the buff he needs?

Xerath has never needed any buffs and simply extremely boring to play.
drinking is very bad
