How are you supposed to play with a new friend now?

I had a friend create a new account to play some normal matches with him, and we can't. If I invite him it says I don't have the required level (??) and if I try to play co-op with him it's the same. Does he have to play on his own for a while or what?

There's a level requirement for normals and ARAM with them being level 3 and 5 but I'm not sure which.

He has to play through his tutorial and battle training, and probably a bot game or two before he can start doing normals. Then level 5 is required for like ARAM and some other stuff I think.
If pro is the opposite of con, what is the opposite of progress?
