Hell, Riot doesn't even know balance in the first place...here's the thing though: that's the entire point. This game isn't meant to be balanced. A truly balanced game would mean that every single champion is viable at every level of play, and thus there is no such thing as a meta. Without a meta, a game grows stale.

Which is why the game is patched every two weeks: mix things up, keep things fresh.
