So what incentive do NA LCS teams have to develop local players?

Say if one team decided to develop their own jungler and they performed well in a split, wouldn't another cashed up NA LCS team with an imported jungler just poach them in the next split to not only strengthen their own team but also free up an import slot? Why would any team take that risk?

If they're under contract the only option is to trade for the player. Teams in a franchised system also tend to suffer significant penalties in the event of poaching.

Franchising will likely force players into 2-3 year contracts over the single year glory days.

Plus the standard system still exists and the money is largely the same between the teams. There's a reason, say, Echo Fox didn't just pick up Stixxay or Cody Sun to dump Keith.

That's the same with "real" sports, you can foster and "nurture" a young-ling, just to have it taken by someone with more money.
At the end .. its all by money.

It's a bit different in real sports, though. In the NFL, the two teams with the longest playoff streaks are the Packers and the Patriots. They both have future Hall of Fame QBs and most people say one is the best QB of all time while the other is the most talented QB of all time. With pieces like that, you can have lower cost role players in a lot of other spots on the team while still being successful.

The Denver Broncos had a good defense but were struggling to win many games, even when they went on their Tebow win streak. They got a future Hall of Fame QB in Peyton Manning and made it to two Super Bowls, winning one.

You can't just plug and play an all time great and expect to demolish everyone. You could put Faker in his prime on Team Liquid and they'd still lose a lot of games.
