I found the BOS bunker with her but I can't get the quest to start after having spoken with Elder McNamara.

Take her to certain spots ( like ED-E's quest) such as Camp McCarran, Helios One, the strip

I had problems with her too.

The locations seem correct in the wikia, but not necessarily the events.

I took her to Nellis, pretty much did all of their quests and she wouldn't say anything on her own, nor via companion wheel. Went poking around the school house in Nellis, and talked to her via companion wheel, and she randomly started her first conversation. This was after the main Nellis quest.

Vault 3 worked for her 2nd conversation after just walking around a bit. I got into the habit of occasionally talking to her via CW at the appropriate locations just to see if she says something other than "Whats up?" and that seems to be working.
