Most of you have probably figured this out already, but I'll post this anyway. You must have first unlocked objects in the safari zone, so if you haven't you can't do this yet.The first thing you need to do is capture a Lv.41 or 42 pokemon. Place this pokemon first in your party. Next buy some max repels. Fly to the safari zone and customize it so that the meadow is the place you start. Now once you have started and are in the meadow, plant 12 Shruberry's. Now use a max repel. Run around in the grass and you will only encounter Chansey's. Hope this helps someone.

But what's the method for figuring it out if you know what I mean, what's the math? :D
I don't get why the lead pokemon has to be a certain level and why you place a certain amount of shrubberies etc (is there a guide for this sort of thing)?
Nonetheless I'm currently trying to capture a Chansey with your technique, the bastards just won't stay in my safari balls :D
The method is, the pokemon that are acquired via a certain number of blocks are all of higher level, since you can't access them until late in the game. A repel (and stronger versions) all take your main pokemon's level and basically block out all pokemon of lower level (give or take a few levels). So having one that is Chansey's level (which is 42) means that it wont block Chansey, but will block all lower level pokemon.
If you need an explanation on the safari zone and how it works, go here: http://www.serebii.net/heartgoldsoulsilver/safarizone.shtml
If you do a serach for Chansey you see that it requires 12 grass blocks to be present in order for Chansey to be attracted, and it appears after 0 days (immediately) so simply having 12 grass blocks means it'll be catchable.
Really you can apply this method to obtain most of the safari zone's rarer pokemon.
For example, if you placed 10 water blocks, and used a repel with a level 36 pokemon as your main, and then went surfing at the rocky beach area, all you would run into is Lapras.
It's simple really, as long as you understand the basic mechanics behind the game.
