I've been playing the Beta since it went public and I'm loving it for the most part. I run the game at 1024x768 with all details set to medium and I get around 25-30 fps in the park. In the subway I get around 40-45 depending if I'm in hallways or not. The game LOOKS great compared to the PS3 beta I tried. I'm just worried I'm going to get horrible FPS during 64 player matches on maps like Caspian Border.
I am using an outdated video card anyways. Is playing at 30fps on the PC going to hinder me? Upgrading my PC isn't an option right now.
I've left whole towns like Balmora empty: 'Kleptomaniac' doesnt even begin to describe it. They havent yet invented a word to describe the things I do. -Quaix

Aren't the consoles capped at 24 players? It's not like if you got it for the ps3 you would be able to play 64 player Caspian anyway. At least with the pc if you can't play 64 immediately you could try to save up and get a better graphics card to play 64. Plus cards are dropping in price all the time.
Just because you're paranoid, doesn't mean they're not out to get you.
I play FPS optimally when the FPS is above 40. Any lower than that, it gets harder to play. I'd suggest you go with the PS3 until you get the chance to upgrade your card (or even CPU). I have both PS3 and PC and i personally think the PS3 version holds up just fine to PC (albeit 24 player cap).
