I have figured out how to get Windows 10 to run Witcher 2. Many people have posted the "Direct3D 9 device initialization error" to no avail. For some reason, only the software mode is available on Direct3D 9 by default. Don't know how it happened, don't care. Here is what worked for me:

1. Download Directx 9 June 2010 Redistributable (http://www.microsoft.com/en-us/download/details.aspx?id=8109)
2. Download latest video card drivers.
3. Download DirectX SDK (June 2010). (http://www.microsoft.com/en-us/download/details.aspx?id=6812)
4. Set mode in 32-bit DirectX control panel by doing the following:
a. On Windows 10 Start button, go to "All apps"
b. Go to ""Microsoft DirectX SDK (June 2010)"
c. Go to "DirectX Control Panel"
d. If the User Account Control warning appears, click "Yes"
e. Click the "Direct3D 9" tab.
f. Un-select "Software Only".
g. Click Apply, then OK.
4. Set mode in 64-bit DirectX control panel by doing the following:
a. On Windows 10 Start button, go to "All apps",
b. Go to ""Microsoft DirectX SDK (June 2010)"
c. Go to "DirectX Control Panel (64-bit)"
d. If the User Account Control warning appears, click "Yes"
e. Click the "Direct3D 9" tab.
f. Un-select "Software Only".
g. Click Apply, then OK.
