I generally ignore the stat, because I haven't noticed any difference.

Is there a notable difference between like a big LMG with low maneuverability and a small SMG with high maneuverability? Like does it effect movement speed or something?

With the lag it really does NOT matter. It only means how fast your soldier will move. How fast he will run. I don't think it changes the cover pop out and shoot speed at all. Just the running and moving around aspects in the game.

So yes it affect movement and speed......aka maneuverability.
