Smogon did some investigation back in D/P days: http://www.smogon.com/dp/items/kings_rock. General gist is that flinching probability follows this formula: p + (1 - p) * 0.1 where p is the inherent chance of the item flinching. As you can see, if p = 0, then 0 + 1*0.1 = 0.1, which is true to King's rock's description.
Note however that the formula is for D/P, and it has yet to be proven the same mechanism is true for B/W. I personally think it's safe to assume so however.
I'm pretty damn sure SG DOES affect King's Rock's flinch rate at least. My flinchsparce has performed unusualy well as of late. Even still, 60% flinch chance is pretty cool.

1. It's a Flinch chance, not extra damage. 2. King's Rock stacks with flinching moves now, so Dunsparce's Headbutt has at least a 70% flinch rate. 3. 0 damage from inflicting flinch 3 turns in a row> losing 30% HP in that same time period.
