No. Its never too late. Bring the SMAWs. Load up the Phase Rifles. Tweak the ARC-Eclipses. Tune the Carbonizers.

The Oxford, England level in the campaign isn't a beatable level exactly, it doesn't have an end and is only there so you can find and collect things such as Progenitor Energies, Conspiracy Objects, Blueprints, Coordinates, and Graffiti.
Its completely optional, you don't have to do it unless you are going for 100%, if you are you will need to scan everything in the level and exit.
Perhaps this is where your having trouble, I was too. To exit you must scan the Conduit that you came out of to enter the level. I don't think you can walk into it though, you have to jump.
