IMO: HVS, MP5, and Deat all belong as balanced, and USP as overpowered. They're not meant to be as strong as other guns, they are meant to be secondary guns. Ones that you whip out either when your Primary is not useful (Phase Rifle user switching to a MP5, SPAS user switching to an HVS) or when you are out of ammo on your Primary (SCAR user been spraying? Switch to MP5. PR user been missing a lot, and out of ammo? Use the HVS).
And all of them suit the purposes they need, except the USP, which does that and more.
If you aren't judging by that standard, then mind telling me why you think a Warp Pistol user would be even with a SPAS or SCAR user in a fight? They would get decimated. Unless you take into account that WP is a secondary, and then it makes sense.
If anything, I would make 2 separate lists. One for Primaries, one for Secondaries.

I think it's more complicated than this. For example, I don't personally think the Carbonizer is overpowered in HC, but it certainly is overpowered with lockon. The Spas isn't overpowered without Explosive Focus, but with it, it certainly is.
I just realized... these are Mikes two main guns, LOL.
