Is a Harbinger/Chloromancer essentially the same function as Justicar?

As a Support Justicar, not tanking Justicar. They are melee damage with added healing effects that contributes to party?

I find playing Support Justicar kind of squishy, are Harbingers squishier?

Yes, it is. Nowhere near as strong as pre-storm legion Justicar hybrids, but the same basic role.

Harb/Chloro is about the most durable you can be as a mage.
