I know that the 3DS games are Reigon Coded. But if I play a imported DS game from Japan on the 3DS. Will it work?

As long as they are not dsi enhanced (pokemon white or black) you're fine. I played osu 2 and it was fine.

Yes but not all games specifically state this. Some games like pokemon black and white, as well as the updated version of KORG have dsi enhanced features, so playing them on another region dsi/3ds will not work. However, it is pretty unlikely you have a library of dsi specific games so I'm sure you'll be fine.
