Why is the bottom screen a billion percent yellower than the top one?

It's not a billion percent. More like a billionth of a percent. But yeah I was slightly bothered by it until I learned it was normal. It's really slight anyway.

Go to the eshop and view any news message at all and tell me it's "slight". The top screen displays a white "paper", the bottom has a rather obvious yellow.

Turn off power saver mode and both screens will look fine.
The yellow layer is the touch screen. It's what the original DS had as well. The DSlite uses a "grid" like screen that ghosted so much everything looked like garbage until you got used to it. I don't know what sort of touch screen the DSi and DSi XL used.

I'd rather have the yellow touch screen (which you can't even notice unless you have power saver mode on) that gives a clear, crisp image than the grid touch screen that blurs everything due to how bad its ghosting is.

I don't have this problem at all, whether powersave is on or off. If anything, my top screen is a tiny bit yellower. I've also heard other people say their top screen is yellowish.

Is this something noticeable during gameplay?

Nope, I'm on the eShop right now.
Both of my screens are the same colour white.

Yellowish screens are a common defect in all kinds of screens and monitors. TC, not all 3DS units have a yellowish bottom screen. Mine, for example, has a yellowish top screen instead, but it's not noticeably while playing.
Play games, not systems. There are people who like games that you don't, grow up.
