Quick question about region locking

Sorry if this is obvious, but I just wanna clear up any suspicions.
Is the 3DS XL region locked by specific countries, or the standard JPN, PAL, NTSC?

If it is a latter, does that mean that a 3DS XL bought anywhere in Europe would play games bought in New Zealand?

How about DS games? Can a European 3DS XL play Japanese DS games?

For the 3DS, standard region locking. And yes, European 3DS XLs can play Japanese DS games. DS games are not region-locked.
Zelda is an ACTION-ADVENTURE, not an RPG!!!
Japan is the center of the gaming universe.

It's split by regions:

JPN - Japan
EU (Europe including Aus and NZ)
NA (North America including South America, Canada, some South East Asian Countries / Hong Kong)
KOR - Korea
SEA/Other - South East Asian Countries* and others that don't have a regional Nintendo (Typically rebranded/redistributed NA models)
Japanese | Assume JPN Region, unless otherwise stated.

Just as a quick note!

While Ds games are not region locked, DSi games (For example, Pokemon Black/White 2) are!

That being said, they'll still play on any DS ever...
