Both systems have pretty promising titles coming this year. A few simple questions:

1. Are you willing to wait? If so, E3 will reveal more information about both. Also, Iwata implied a 3DS Nintendo Direct will be coming soon, which might reveal more games that interest you.

2. Do you have a handheld you love and not a console? Get a Wii U.

3. Do you have a console you love and not a handheld? Get a 3DS.

4. Do you own both a console and a handheld? The exclusives on and coming to both systems are very unique and high quality, but at this time, I'd think the 3DS offers a few more.

5. Would you consider getting both of them? $500 is enough for a Wii U basic and a 3DS, and enough money for a game or two. $600 would get you the Wii U deluxe and a 3DS XL, along with a game or two.

Does any of that help?

3DS, nothing good on the Wii U for a very long time.

3D Mario HD
Yarn Yoshi
Wind Waker HD
MK8/U

Those four alone guarantee my purchase before years end, if not earlier hopefully. also NSMBU, Nintendo Land and Sonic All-Stars Racing Transformed already out plus Monster Hunter 3: Ultimate and Resident Evil: Revelations HD coming soon?. for me this is a good enough reason to warrant a purchase.

Saw it said already TC, but with 500$ you could get both, plus a game or two.
I'd say that's your best option.
