If you like (J)RPGs, never get a PAL console.

Something you must know is that you have to use a power transformer because the European mains is around 220v while the American is 110v, an American system will be fried if you connect it directly to the power source.

Also Play asia usually add an extra $5 to the actual price. So the actual cost of the game isn't that much more.

Wait till tomorrow there's a European 3ds focused Nintendo direct so see how it goes and then decide(the NA direct is WiiU and 3ds).

No. A European 3DS charger will work fine as the DC output voltage is the same. The consoles themselves are the same, same components, batteries etc.
