I bought the FE 3DS and the game was preloaded on the SD card. Can I transfer that game to another SD card? What if I want to buy a 32gb card? Will I always have to keep this 4gb card?

Just copy the Nintendo 3DS folder from the old SD card to a new one. You'll need a computer with an SD card reader or a USB reader; you can't do it from the DS.
