looks like a sratch being distorted by the 3d. could also be a stuck pixel because dead pixels are usually black or white. try it on a black screen and if it stays blue it's a stuck pixel if not more than likely a scratch. it also looks like right position for a screen scratch from the bottom border.

Scratches caused when your 3ds screen is closed. This is normal as it is a design flaw.
I get those on my top screen but they are just smudges and they always clean up.
They start out as smudges, but if you don't clean it regularly it can develop into scratches. I have scratches on my screen protector and I know of several people without protectors that have a very similar smudge like scratch as seen in the image from the TC
