I had considered getting a European 3DS to play Professor Layton vs. Phoenix Wright if it didn't end up being released here, but thankfully I don't have to worry about that now. I could still see myself getting a European 3DS if another game along that I wanted that wasn't going to be released in America, because at least it would still potentially be in English and I could understand it (like if the game was released in the UK or Ireland), and there would be other games I could potentially buy. With the Japanese 3DS, I wouldn't get it, even if there was a game I really wanted that was only released in Japan, just because I don't know Japanese and wouldn't be able to understand it at all.
But, as for the TC, if s/he has the money and wants to spend it that way, it's really up to him/her. So long as you aren't in debt or anything and are generally financially responsible, I don't see why it would be such a bad thing to buy something you really want and will enjoy every once in awhile, even if it's not the most practical purchase.
