because they don't release DS games on 3DS Virtual Console.

That's like saying why did they release Super Mario Land on Virtual Console when they already had Super Mario 3D Land? Virtual Console is for old Game Boy games even if they did get a remake later on handhelds and consoles not supported by the 3DS Virtual Console.

But really, the Pokémon DS games should have been released on Wii U Virtual Console where the DS is supported.

Some DS games actually have been converted into DSiWare (Need for Speed Nitro, Animal Boxing, Chronos Twins, to name a few), but DSiWare is always stored in the system memory, and most DS games are too big to fit in the system memory.

Only low budget DS titles can be made into DSiWare.

Because VC does not support DS games.

The only though thing in justifying HGSS is the price. If that were a non-issue, HGSS would EASILY be the definitive version.

It could technically fit. The 3DS has 1GB of built in memory, and HG/SS are about 128MB in size. I'm not sure how much of that memory is reserved for DSiWare, but I would assume at least half of it to match the amount available on the actual DSi.

Nintendo probably didn't do it because most people would buy both and that would definitely be a tight fit. I'm sure they would've gotten a lot of complaints about that and Nintendo would rather not deal with them since it's not something they can fix with an update.

Releasing the GBC means we can play 6 of the 7 Pokemon Gens on one 3DS.

HeartGold/SoulSilver and Omega Ruby/Alpha Sapphire are technically Gen. 4 and 6.
