because if so I ran out of ammo on him when his health bar was like 1/40 and died. total piss me off. oh do it again and take rage out on lesser enemies. oh and if he wasnt how the heck am I supposed to have enough ammo to finish the damned stage.

Man, really? Do you have Charge 4 on your magnum? Maybe you're just fighting way too many enemies.
You should take the following path:
*take the elevator to the flooded bilge *dip down and grab the key that's in the room where you had to restart the power *go back up and through the casino *take the elevator to the observation deck, get the key *head towards the promenade
The extra key will let you avoid fighting the hoards of enemies at the end of the promenade. Hell, you could probably avoid everything in that area if you use a stun grenade or two.
This is definitely the most ammo-conserving path to take.
I don't think the dude got to any wave. He must be talking about the Giant Draghignazzo who appears when you proceed to the top of the ship through that elevator, present in the Grand Hall (which has entrances to the Promenade, and Casino). That Draghignazzo is way WAAAAY far away from the end.
