I paid off my first loan on the small house (as well as started the first expansion, the 98,000 one, but I won't have that until tomorrow morning).

What other requirements need to be met to be able to go to that island? I wanna get there, as I hear it's a great daytime place to earn money (bug hunting).

It should be available tomorrow if you just paid off the 39000 bell upgrade. Tortimer will be in town at the dock and will explain about the island.

The steps are as follows:

1. Pay the 10,000 down payment and talk to Nook.
2. The next day when you have your house, tell nook you want to upgrade.
3. Pay the 39,800 bells for that upgrade at the ATB in the Post Office, then talk to Nook.
4. The next day, Tortimer will be by the wharf/dock. Talk to him.
5. The next day, pay Kapp'n 1,000 bells and he'll take you to the island.

I'm not sure if the 1,000 bells needs to be paid every time you want to go to the island or just a one-time fee.

Can a villager pay off the 39,800 Bells, or does it have to be the Mayor? I have enough to expand my house, but I'd rather give it to my brother since he's the Mayor if only he can unlock the island.

If the villager gives the mayor the money sure.
Send it to him in a letter, or have him price the needed amount on an item at the flea market to give him the bells.

Or just drop the money outside, switch characters and have the mayor pick the money back up.

Is there a limit on how many visits per day you can make to the island? It's not mentioned anywhere on GameFAQs or the Animal Crossing Wiki.
