I had something that looked like the shape of a frog swimming in my river but I could not catch it with the fishing rod or the net. It would surface sometimes so I tried the net no go. It would just ignore the fishing rod. Is this a glitch or is it something just really hard to catch?

It's caught with the rod, and it just moves quickly. Set the rod bobber in front and it should notice it eventually.

It's called a Diving Beetle, and you need to use the net to catch it when it surfaces.

Frogs are caught in ponds, as are tadpoles.

If it looks like a frog's shadow then its the Dive Beetle. Use a net.

Frogs/Tadpoles look like fish before you catch them with the rod.
