Really glad to see FF13 isn't getting ripped apart by everyone. It is an excellent game, but it doesn't really fit nicely into the JRPG genre, it's its own beast being a story-focused game with RPG elements and a blend of turn-based and action combat.
I'd say get it now just because it's cheaper, has a sequel out, and has another sequel coming out later this year, so if you get sucked in you'll be ahead of the game (pun not intended). Ni no Kuni is an incredible game and well worth your time, but doesn't seem worth breaking the bank for if you're short on money.
You're definitely overpaying on FF13. Go with NNK. It's price is justified by it's quality: FF13's price is but an illusion to fool the weak of mind.
9.99? That is not overpaying. Some people need to take the hate goggles off.
If you were to pay 10 dollars for a crappy game on PSN you would feel as though said game was overpriced. I don't see why this game is any different: I really pity the fools (e.i. me) who payed 60 bucks for this garbage. Besides, this person has already played the best this series has to offer. He might as well jump ship and experience a quality product.
XIII. It's pretty casual if you're looking for something like that. Not to say this isn't, but like people say XIII is pretty linear.
It's not a bad game in the least. It's just not very traditional. But the battles, while some say are too easy, I found many hard, and many to be pretty thought provoking and requiring a bit of strategy. (XIII-2 on the other hand... still a good game, battles are much easier.)
