Phantasy Star Online was Sega's first attempt at creating an online-focused game. Sega chairman Isao Okawa was convinced that internet gaming represented the inevitable future of gaming and assigned the project of making Sega's first online title to Sonic Team.

Okawa was so convinced of the importance of internet gaming that, in order to provide an incentive to Japanese gamers (in an era where internet services were charged by the minute), he bundled the Dreamcast with a year's free internet services paid for out of his own pocket.
