Will the story make sense if you never played the first?
Does the game explain past events of The Witcher 1 to make enough sense to new comers?

Yes the events of The Witcher 1 are explained well enough, however the Basics of the Witcher World (which come from the book series and are explained in the Witcher 1) are not explained well Enough for someone new to the series. So go ahead and play witcher 2 if you have read the books, but not played the first game. If you have never heard of the Witcher period.... get the books and the first game.

Yeah I wouldnt recommend playing this game without knowledge of the first game. I stuggle to remember names and things of all the people in the world as I try to follow the story so it would be difficult diving in but not impossible.

Plus the using of former gamesaves from the 1st witcher is kinda shady...maybe its not that big of a deal/impact on the overall story <<<<deja vu like DA2

It does do a great job of filling the player in with the events of the first game. I laid this game all the way through without playing the first one, and it made perfect sense. The story is great, the gameplay is great, and everything else is great about it. I did get the first game after I beat this one, and it did help to fill in a few gaps, but nothing too major. Both games are great, and I recommend both of them highly.

You don't need to play the first one at all.
I played and beat the first, and even for me, the characters take time to explain (if you select the desired dialogue options) about their roles in Geralt's world.
The pause screen Journals also do a phenomenal job of explaining any details you might have missed along the way. The game is well paced, and does a great job of giving you enough info to go along, but if you need more info, the Journal provides plenty.
There is rich detail in this game's world, but it isn't force fed down your throat, nor is the background info critical to understanding your missions. Enthusiasts will likely disagree on the last point, but i just mean that you can safely play and enjoy the game without diving into the books and whatnot. Of course, after you beat the game, you may well be left feeling hungry for more of the White Wolf's adventures. At which time, you will have literally TONS of material to dive into! :)
