I've got the Celestial Mirror, I just got Yuna's Nirvana Weapon. Even though I have never equipped it because it is soo sucky before you upgrade it, Valefor still does over 9999 damage. Is this supposed to happen? Thanks to the people who answer me.

You have not encountered a "glitch". Valefor can produce more than 9999 in damage once the Moon Crest is used to "power up" Nirvana - you need not equip the weapon for that to occur.
The damage Valefor deals is related to a number of things. Consult the posted "Aeon Stats FAQ" by JungleJim and the "Stat Mechanics FAQ" by SinirothX/FFMrebirth if you want to see details.
The higher Yuna's accumulated Sphere Grid statistics, the more damage Valefor will deal. Also, if one uses the Aeon Soul capability to increase Valefor's statistics, Valefor will deal more damage.
The damage limit for Valefor will be 9999 until one acquires Yuna's celestial weapon "blank" and uses the Celestial Mirror and Moon Crest to begin to convert Nirvana to its ultimate form.
Once the Moon Crest has been used to (partially) activate Yuna's Celestial Weapon, Valefor gains the "Break Damage Limit" capability.
Now Valefor will deal up to 99999 points of damage per "strike" with the exact amount determined by the combination of Yuna's and Valefor's statistics as described in the varous formulae given in the cited FAQs.

That certainly sounds like a glitch. You haven't fully activated it? Weird. Yeah, just chalk it up to weirdness.

A misunderstanding, not a glitch.
Valefor's ability to break damage limit (BDL) was unlocked when Nirvana was powered up with the Moon Crest. Doesn't matter that you never equipped the celestial weapon; it's not required.
The same is true with other aeons that can't BDL by default, BTW. Worth an extra trip rather than waiting around for the sigil key item.
