  1. If the PS3 console language settings affects text inputs as it does on the 360, yes. After doing that(assuming it can be done: this is coming from a 360 user) you need to input the desired name in the appropriate format for that sort of name.

    Japanese names: Start with Hiragana input(it's the more-curvy writing essentially) for each character of a name, surname first. Ta, shi, mu, et cetera. Once you've completed the name, there should be an option to replace the Hiragana with a correct Kanji. Given the vast number of characters in this form of language though, not all names will be possible to enter as Kanji. Now once you've entered the surname you can move onto the given name, which could possibly be correct in Hiragana, Kanji, or more-rarely Katakana.

    Chinese names: Much more difficult. You'll need to find the Japanese equivalent Kanji for Chinese Hanzi and enter the Hiragana equivalent of the Kanji that matches the Hanzi. This is even worse than Japanese names as Chinese has nothing remotely as intuitive as Hiragana or Katakana as Japanese does.

    other names: Katakana. Learn how the name is pronounced and the characters required to write it phonetically, it's not very difficult. Doubly so for names present in works by Japanese creators, you can usually find the correct Katakana form of the name on Wikis and remove the learning process that way.
